Abstract: Arctic Economic Council (AEC) was initiated by Arctic Council, designed to strengthen Arctic Council through promoting development cooperation within Arctic states. AEC takes example by Arctic Council of organization structure and operation mechanism. Due to its special relationship with Arctic Council, it is hard to achieve the independence AEC asserted. AEC follows Arctic Council policy against non-Arctic states that is not expected to be admitted as observer. Participation in Working Groups is the only road left to non-Arctic states. However, major Arctic states took different viewpoints with Arctic issues, and a few popular NGOs criticized fiercely on the non-transparency of AEC’s policy. More specially, AEC policy is antithetical to the trend of economic globalization. As a result, its development in the future remains uncertainty.
