【Abstract】The article focuses on the challenges facing the indigenous people of the Arctic, citing the direct threat posed by the region's fragility to the people's traditional lifestyles and fundamental human rights. Topics discussed include the multiple levels of governance in the Arctic despite its state-centric nature, the factors complicating the traditional hierarchical system, and why indigenous rights are not respected in actual practice, but only on paper.
